How do I find / make ethyl alcohol for tincturing herbs?

I am looking for 190 - 200 proof alcohol for tincturing plant material for human consumption as a form of medicine. (only drops are being ingested at at time - no for glugging purposes!) Does anyone know where to find a good supplier for this, or knows how I can make it...?
