Why is it up to judges to outlaw abortion?

I don't want to argue for or against abortion. I am just curious about the governmental procedures in general. Why do anti-abortionist look to the judicial branch to overturn Roe vs. Wade? Isn't it up to the legislative branch to change the laws regarding abortion? The judicial branch interprets the laws as they are currently written, the legislation makes and changes the laws. Right?
