I need help with my medical marijuana card!!!?

OK in CA im legitimate patient i bought my card and have been to many collectives although ive been a resident of CA for only a couple of months so i never recieved my yearly card with my picture on it ,however i did receive my state id is there a way i can mail my ID to my DR and have them mail it to Oregon where i am now because im stuck?
