Why did Canada decide not to send troops to Iraq?

Our armed services are very limited. Our military budget does not allow for combat efforts. We are the only NATO country not to send troops to Iraq. Afghanistan was not responsible for 9-11 either, but we chose to support the coalition. Afghanistan is the first military offensive battle we have fought since the second world war. We like to think of ourselves as peace keepers, not active terrorist combatants. Bush wasn't our favorite president, and it didn't make a lot of sense to follow him, despite the UN resolution for aggression against Sadaam. We were the only G-7 country not to send troops into Iraq, and we are proud of that.
